Historically, I have used the Mediawiki Install Guide to help with PHP/MySQL WIMP installs.
Do you have any more details?

I understand your dilemma. we use wamp instead of xaMp. Openemr will not install on iis at all. There is a wiki on the settings for wamp follow that. Contact me back here if you can’t find it. Install wamp on you Windows server and then install oemr. We have over 10 servers setup this way.
