Provider has to have a schedule in Calendar so an event time can be offered in portal.
Also note that you set the portal flag in Users for any user that you want to be part of portal support i.e. show in provider lists.

Yes, per @sjpadgett 's post, your provider’s schedule must be configured in their calendar before their availability can be detected and displayed when making an appointment.
