New Encounter Form - Visit Category - "is not valid"

In the New Encounter Form, under Visit Details, for some users Visit Category works, but for others it says “Select One” and “is not valid” is displayed in red to the side. Is it only possible for certain types of users to edit this field? Do I need to look at their Provider Type or Access Control?

OK I’ve understood this now, and also found Administration > ACL > Groups and Access Controls.
