There is somewhat of a user’s guide that we published a few months back, but it’s more of a “how to create/informational” guide than anything. Nonetheless, it’s linked here (PDF).
In regards to the breakdowns of these rules, you can see what the triggers are, and how they are completed by going to the Administration menu, then selecting Rules. Let’s look at the “Tobacco Use Assessment” rule by clicking it:
The Clinical Target is essentially the trigger of this rule. It’s looking at the Lifestyle section of the patient’s History for Tobacco Use. If the value of that field is blank, they need to be assessed.
The Action for that specific rule is simply stating that they need an assessment of their tobacco use, since their field is blank.
I know this response is a little ambiguous, but any HTN or Diabetes rule is very largely built, and has many conditions to trigger. If you pull up the Foot Exam rule for example, there are 62 diagnosis or procedure based filters that will cause this rule for one patient.
