Misc. Billing Options moved to Issue request

Good morning,
Everytime you create a new encounter, for the same patient, for the same issue, we have to add a “Misc Billing Option” form to the encounter.
This seems really redundant. 
Could it be moved to the “Edited Issue” windows and apply to any encounter added to this issue.
Let me know if this is feasible.

Anything is feasible, given a programmer who is willing and able to do it, or a user willing to sponsor the effort.  :slight_smile:
