Looking for an interim EMR

Hello. I am looking to deploy an interim EMR at a behavioral medicine clinic. We need PAS functions, pharmacy and prescription and be able to record clinical and wellness assessments, review notes, history etc. A few questions…
1 we are in Qatar - can we deploy OpenEMR in Qatar?
2 we have to host the database and records locally - it cant go out of Qatar

Is this feasible?
