While updating my Ubuntu 8.04 installation instructions on the http://www.oemr.org wiki, I found that the “Lists” and “Layouts” tabs are not my default visible within the “Admin” function. (Specifically while using the concurrent view – I’m not sure about the traditional view.)
I found that the tabs became visible when I installed phpGACL access control and specified administrator privileges through phpgacl.
The reason this is important is that when registering a new patient I cannot pull up any state for the address other than CA. One can add states to the list, but only when the "Lists" tab becomes accessible.

For some reason I cannot get the “Lists” and “Layouts” tabs to show up on the Admin menu when using OpenEMR. I found that this problem is corrected when I install phpGACL (described later in this instruction set) and log in with an administrator role. One particular problem with the lack of access to “Lists” is that one cannot create a list of states to use in patient addresses, and one much choose from a list to specify a state.
