Insurance Authorizations

I can’t figure out how to track insurance authorizations within my 3.1.0 installation.    I think there may be some semantic confusion about my use of the term “authorization” compaired with the usage in the wiki, which seems to have something to do with the identify of users who are authorized to create certain kinds of records.

My concern is for something quite different.  Our local (West Virgina, USA) Medicaid managed care provider requires that all services be prior authorized, at the preocedure code (CPT) level. For example, they might say that John Doe is authorized for 10 units of 90801, 15 units of 90862, and 1 unit of 90844.    The authorizations also go “stale” after a certain date.  These authorization counters need to be decremented every time the patient consumes a service, and I need to be warned to call and request more authorized units before the existing “auths” run out.   Also, the authorization number, assigned by Medicaid, must appear on every billing  form or file, right of the gut of the bill.

I know that functionality is in this system somewhere, but can’t find where to access it. Can you help?
