I followed the instructions for a new and fresh install. Deleted everything first, than installed and all work as stipulated. The only thing not working is the odd characters. No Chinese, no Russian, no Greek.
What went wrong or should I do a fresh install with one of the Demo versions?

What OS did you install it on?
Can your browser see chinese characters on web pages (check out http://sina.com)?
Can you browser see the chinese, russian, greek characters on the cvs demos?
Do you see boxes, quesitons marks, or gibberish?
In phpmyadmin, what are the tables encoded as (the collation column when you select the openemr database) ?
(I am assuming by fresh install you started from the install setup script to create a new database etc.)
