After placing the zip file; I installed the icd10 code on External Database Import Utility, it shows “Installed Release”. Name: ICD10. Revision : CMS. Release Date: 2014-10-01.
BUT when I SELECT COUNT the code table it shows 140 records.
I follow the Import Standard Tables wiki page.
Can some one advice me what is the right way to installed icd10 codes

It likely worked. The ICD10 External Database import is not stored in the code table. It is stored in the icd10_* tables. Check out this wiki for getting it working (needs to be turned on in Administration->Lists->Code Types):
