Hylafax was built from the ground up on linux, & to the best of my knowledge there is no Windows version.  Don’t think it would be possible due to the way the program is structured.  However, you may be able to find a Windows-based fax program that would be somewhat compatible with OpenEMR as long as there’s a way to directly access the folder containing the tiff files.  NetCFax Pro might be a possibility but I’m just guessing there.

One last question, is there something i could referance to see how the faxing is done in OpenEMR? I have a system that i built in .NET that utilizes a webservice to fax to and from. So i’m hoping to bring that into this program! ?

If the received fax images come in to a directory, you should just have to point the appropriate variables in the globals.php file to that location, then your faxes should be visible from OpenEMR.  It’s quite simple in a linux environment but may be more difficult to implement on Windows.  I do not & never will run a Windows web server for security reasons, so unfortunately I can’t help you there.
