How we can make a user as a Provider

How we can make a user with a Particular group as a provider. I want to set those user as “Refering Provider”. Do I need to add a partcular permission for them?. If so which are the permission that I want to add?

to turn a user into a referring provider you must enter an npi in the addr book entry for them
