How to stop a staff deleting a bill

Is there any way a bill cannot be deleted so can you go to recycle I guess so that a staff cannot take the money

Haven’t looked at this code in awhile but this sounds like an ACL needs to be setup for deletes. I’m pretty sure that code check permissions.
