Help installing new release of icd9 file

If both the cmsv30_master_descriptions.zip and cmsv31-master-descriptions.zip are both present in the contrib/icd9 directory

The error message isn’t particularly helpful to the average user.

The staged files release dates are not all from the same release.

Deleting cmsv30_master_descriptions.zip allows import to happen, but a 4.1.2-4.1.3 patch isn’t going to be able to take care of that.

It will get taken care of during a 4.1.2->4.1.3 upgrade, though, since in an upgrade the contrib/icd9 is replaced with the newer 4.1.3 codebase.
