I don’t believe the process has been fully fleshed out yet but, so far, it seems there will be an application process through DHHS that you’ll have to submit AND be using a "certified" EMR system and demonstrate "meaningful use" to qualify for the incentives. What type of certification and who will do the certification hasn’t been announced yet but it’s widely accepted that it’s going to be the CCHIT. As for meaningful use, there’s a lot of work going on in that space now. I’d recommend setting a Google Alert for the phrase and read, read, read.
The payments will come from Medicare or Medicaid in the form of incentive payments starting around 2011, and, as I understand it will *decrease* the longer you wait to install an EMR.

I am also curious about it and wonder who certifies the EMR software and what is the current status of OpenEMR in this regard? Also, I was told Medicare started paying 2% extra for e-prescribing this year. Anybody has been taking advantage of this with E-prescribing feature of OpenEMR?
