Encounters only register for main clinic

I have multiple clinics set up in OpenEMR. But, when I mark a patient as arrived, a new encounter is only created for patients at the main clinic. If I set a patient from a satellite clinic as arrived, I do not get the “New encounter created with ID:XXXXX” notification and not encounter is logged. How can I fix this???
