Editing Appointment when status is 'Arrived' causes another encounter to be created

I have noticed that editing an appointment (for example, changing the notes on the appointment) while the status is “Arrived” causes another encounter to be created. This means that multiple encounters exist for the same appointment. Is this the intended behaviour? Should I fix this bug?

I believe this might be the same bug that Kevin Yeh fixed for us. He got the fix from ViSolve. It seems to work based on 1 day of testing.
