The idea stems from an email discussion I had with an international user with a database that was improperly configured (with heterogeneous latin/tf8 encoding and collation which can be a very bad thing over time). Seemed like it would be nice to have a Diagnostics testing suite/script that could check to ensure the database character encoding and collation are pure (ie. only one type of encoding and collation); and if do this, then seemed to also make sense to consider adding other diagnostic tests for things like orphaned data/files, duplicate data, etc.
