windows server 2008,
Mysql 5.7.14
PHP 7.0.10
Apache 2.4.23
I have tried to do a clean install several times. It gets to the same spot each time.

Adding Initial User… OK
Next step will install and configure access controls (php-GACL).
After this comes.

And nothing else happens. I have checked the log files and nothing is there in the php errors or apache errors.
