DEBUG Mode and Billing Module

Good Morning,

A couple of questions on debugging… how to I enable it for the billing module? Is it set in the gacl file as stated in a post from 2009 (just want to make sure that is still correct).

Also - is it set for all sites or can I enable a test site with debugging without interfering with production sites?

Do I understand correctly that it will disable database updates?

Any other pointers I should be aware of?
