CVS update checkout error

I just updated SQL-Ledger to 2.8.13
and OpenEMR from CVS
When I click on checkout though I get this.

ERROR: query failed: SELECT option_id, title, option_value FROM list_options WHERE list_id = ‘taxrate’ ORDER BY seq ()

Any Ideas?

Odd I was missing the option_value in list_options.  Just recreated the table.
