Rod will tell you why. But in the mean time try to find the code definition file and change the settings in de US facility part. Then fill the Fee Sheet or code table with the correct ICD10 version and CPT4 codes. Only the ICD9 and CPT4 can be uploaded with the cript available.
You could use your ICD10 codes included but incorectly named as ICD9
If I find some time I will send you the file name and location to to change from ICD9 to ICD10

The configuration file custom/code_types.inc.php in the OpenEMR web directory controls the names and other attributes of code types.
As far as I know there is currently no script to load ICD10 codes "en masse", but of course one could be created.

Depending on how many Codes you want to include, you could think of importing CSV file via phpMyAdmin. If you want instructions, feel free to ask.
