I 've tried to change demographics name to Patient Data and create taps-like menu there, but when I try to change php files the buttons don’t work. What do you suggest? What file I have to change to get what I want to?

If you need ‘Demographics’ to be called ‘Patient Data’ throughout EMR, use Administration -> Other -> Languages to enter your own English to English translation. If you enter ‘Demographics’ it will show other phrases such as ‘Demographics not authorized’ that will need change as well.
If the buttons don’t work, it is probably due to syntax error. Altering the tabs to menu is a task best left to the developers. interface/patient_file/summary/demographics.php will be a good start.
