Can stop access to ofc notes by removing the following acl (admin->acl menu) from the front office group. Or you can create a new group without this control (if you need the front office group also):
Patient Notes (write, addonly optional)
The reports have some acl control within them (ie. Patient -> Medical Record -> Report will not output medical records), but nothing at this point to turn them all off. Also nothing at this point to turn off fax/scan link (that I know of at least).
